My file reached just today. I have a question.
I got married in oct 2015 and i came back to canada in Nov 2015. i took 6 months to submit the file because my spouse had to renew her passport back in india.
Does it affect in any matter that i submitted my file after 6 months ?

No it shouldn't affect. It's just that you have to show that how the relationship is going on till now...communication history, call logs, gifts sent, received etc etc....5-6 months time is average to submit PR application. I got married in Jan 2016 and submitted on 11th May 2016, so it still took more than 4 months for me to submit application, though my wife came here with me.
Kind of makes sense with my theory that 2015 files were being processed by regular staff, while 2016 applicants were getting newer staff which then again got shifted to Mid East.

The processing of refuge applications happens through Canada, while that of NDVO thru delhi, so it's difficult to correlate these two. I'm sure there has to be some other explanation. Had it been the above case, most of these Jan-Feb 2016 apps would have moved to Ottawa VO than sending it to NDVO.

Whatever the case, I just hope at least a subset of the officers in NDVO get back sooner to work on 2016 applicants and get the DMs and PPRs going again!!

Incorrect. Refugee applications processing happens outside. In the article below, John McCallum talks about sending more staff to Beirut, Ankara, Cairo, Abu Dhabi for processing of refugee applications. This is around May 12. Right around the time when 2016 Spousal Applications stopped showing PPR/DM for NDVO applications.

Not a problem at all - I submitted our application a little over a year after the our marriage ceremony. It took 4 months to compile the paperwork and 8 months for my husband's first over passport to be made and mailed. I did include one paragraph in our cover letter explaining why there has been such a big gap but I think your 6-month preparation time is quite typical so no worries at all.
