Yes but under the old system - as bchatila said above I could apply for work permit and would then end up in the same position as someone on the new scheme but with $100k less in my pocket!
You need to establish your business in accordance with your business plan within 2 years of arriving after that you will get nominated and then apply for paper based PR so between 18 months and 31/2 years depending on how quickly you get your business going.

Friends I got my LAA on 29/9/17 and was supposed to submit all documents in 60 days that is 29/11/17.But now I am told by my consultant that only the applications submitted before 15/11/17 will be considered for nomination. So please advice on this .

I have read somewhere (can't recall which website anymore) that if you have have received an invitation to apply before the new changes, then you should follow the old rules...
