yes, it is expected. It is most likely because your application might have been transferred to the local office from Sydney. That is usually the first ghost update.

I got an email today with email subject - Follow the progress of your citizenship grant application.. Is this just a generate email OR Goust update?

This is a generic reminder email which IRCC sends periodically to remind people that they can create a tracker account to track the application. Since you are ahead of IRCC and already created a tracker account, you can just ignore this and any similar reminder emails you might get again in the next 1-2 weeks.

Coming to Ghost updates - there are no emails for ghosts. The 'Updated Date' changes and remains with the new date. The 'New update' with a star against a stage just comes once and disappear, (like a ghost) when you refresh or login again.
