It can take 3-4 months on a good timeline to complete everything from AOR to Oath ceremony. There are several variations of bg check, lpp and test that can happen. You are fine.
Not exactly, if you see some older threads you will see some people done with citizenship test and stuck/waiting for bg check or some missing combination of a lpp for months/years. It can happen. I'm guessing oath ceremony cannot happen until test, lpp and bg check are done.

Combination of BG and Test completing at different interval is pretty normal when your BG gets stuck in Security check. But LPP completing without BG or Test still in progress is something I did not see before. Maybe 2023 taking a different route. Any progress is positive, better than seeing no progress for ages.

Not everyone receives a fingerprint request. Some applicants may have a similar name to another citizenship applicant, so they might ask for fingerprints to further verify background. In other cases, they do random fingerprint requests for quality control. In any case, I received an email with instructions how how to send fingerprints, and a new "fingerprints required" field appears in the citizenship tracker for the applicant. If you don't receive a fingerprint request, you don't need to submit one.
The same thing happened with my application. My background was completed on July 14. Today I got an update that my LPP are complete. Citizenship Test still says not started. I am hoping there is an update on it soon.
