Not much we can do is but wait. Hopefully, we get SAs next week, cause it seems like they have moved to April applicants but few March are still waiting. My applicant just says "Application Received" on the PR side since AOR 1. Will be calling again on Thursday if they dont reply to my inquiry that I made this week.

Hey! Good news! You are now eligible to become a sponsor! So, don't worry and re-do the application as I've mentioned below.
You became PR in April 2011, so that meant you couldn't file sponsorship application before April 2016. But you sent application in March 2016. Hence, it got rejected.
Just re-do the forms with May dates and it'll be fine.
Some questions: Is this second marriage for you? What is status of your current husband in Canada? Were you sponsored by your first husband to Canada?
Yes, you can apply if you are outside Canada. But you need to prove that you will move to Canada once your husband gets PR. This usually means attaching some kind of employment letter or some accomodation arrangements. Maybe others can help.
What country are you in right now? Is your husband a citizen of Visa-exempt country?

where do i get the proof?
Write a letter. In it, mention that you became PR on XX-APR-2011. (The exact date). Also add that your earlier sponsorship application was refused because you sent application on YY-March-2016, which was less than 5 years you became PR. Also add that you were unaware of this rule.
Then, mention that you are now submitting application on ZZ-May-2016, which is more than 5 years since you became PR and hence you are now eligible to sponsor a spouse.
Also, I recommend make a thorough application because there is a very good chance they'll go for interview in your case.

i'd recommend getting a lawyer in your case (preferably one who is canada) because if I am visa officer, first thing that'd come to my mind when I see your file would be: "You married your first husband for PR only and now want to bring your real husband to Canada"
Again... I am not judging you, nor I am suspecting you... but it is easy for visa officer to think that way.
you should feel very lucky.. lol.. most of people like us aren't applying from the US.. that's why it might be a little bid slower.. i am checking my e-cas everyday.. i know i should just chill.
