Waiting is the name of game with IRCC. I know someone who got BIL after 4 months as an outlander too, so things could be very slow, we just have to wait it out.
Look at PR tracker and see if background check or eligibility is in progress.
My take is that you are likely approved, people who get a "Final decision" in GCKey also seem to receive their RFV/PPR pretty fast (within few days or a week). Let's see.

I got the portal 1 email today and responded in an hour.
I also checked my tracker this morning, all changed to completed. Eligibility is not started then changed directly to completed. They extended the validity of my old medical to 2024 and I can also see now a COPR number. Does this mean I am approved?
I see a lot of posts on "portal 1" and"portal 2" emails, in which you are supposed to respond something. My RFV just explained how to ship my passport to CPC-Ottawa. Am I supposed to reply something? or I haven't received whatever emails those are supposed to be.

This is all a random waiting game sadly If this will make you feel better - A very close friend of mine - Oct 2022 Inland PNP, COPR on Tracker since Feb 17th 2023 - No Portal yet
So yeah it is very sad to see how some applications have a dream run while it is painfully long and unfair for many

It's all slowed down tbh, I have been waiting for 5 days now for portal 2 from Etobicoke. and now it's the long weekend, so will not hear back until much later.
@iSaidGoodDay I applied in tr to pr in 2021 and then I refunded application fee and thought my application was withdrawn but today I got email to provide letter of explanation if I want to withdraw. On gckey I can’t see the option to send the letter and I sent it through web form is that fine please reply
