IRCC's behaviour is impossible to predict, as you've surely realised by this point. That said, from what I've seen the vast majority of passports get returned within a month regardless of country of origin so I'd say you're at 90%+ to get it back by start Oct and it's not unlikely that you get it much sooner than that.

I called IRCC and the agent told me the Primary Visa Office is now New Delhi and Secondary is RROC. Rest everything is same as signature.

does this mean something?

Were any documents submitted for your application translated from a local language to English?

The Marriage Certificate is dual language with Punjabi/English on it but i guess that is not a translation but a standard format in Punjab region.

That's most likely why you are NDVO PO and RROC as SVO and at Eligibility recommended pass. They need localization support to give you a final pass on eligibility.

Also I was informed my eligibility is passed and BG in progress!! Does it mean the documents and Letter of explanations i submitted are good to go?

August 31 - Medical passed

It also shows in Final Decision August 31. Does this mean something?
