When I am dialing ircc automated phone system to check status SOWP system is not giving me any info and transferring my call to an agent . It was giving me an update before but not anymore Does this mean they refused my app or approved if phone system is not giving me any status anymore for SoWp ?

That usually means they've made a final desicion but no one can tell you if it's positive or not. You just have to wait for the update in your GCKey account.
