You are required to provide complete colour photocopies of all passports and/or travel documents that were valid during your five (5) year Eligibility Period*, even if now expired. You must provide a colour photocopy of every page (including blank pages without any stamps).

For example, if the date of your citizenship application was on July 15, 2021, your five (5) year Eligibility Period is July 15, 2016 to July 15, 2021."
My citizenship application was on July 20, 2020. I also renewed my passport in August 2020. My 5 year eligibility period is between July 20, 2015 to July 20, 2020? Furthermore, do you think this request will also result in a noticeable delay in the application like for +3 months?

No, this is a routine request and it happens to many people. So, don't worry about it.
So, as per the wording on your request, they are asking for the passports that were valid during the eligibility period only. So, IMO, you probably don't have to submit your new passport now.

I have a quick question. Does eligibility period includes the time before landing as PR and if there is any stamp on PP just before landing would it be required to get translated?

Forget matching the stamp dates in the pages. All the passport pages for the passport held during the eligibility period.
They are not telling you to provide based on the stamps in pages you received during eligibility period. Just all pages of your passports held in your eligibility period.
yes if any stamp page in the above passport is not in english/french then you need to translate.
Yes, this the new normal with covid-19. Not only we lose our jobs, and being separated from our families due to covid-19, but also our applications take forever to be processed and the reason is of course always covid-19. The virus that made our lives more miserable than before
