Here is our timelines so far:

December 27: Application submitted (Inland)
January 16: Additional information requested
January 23: AOR
February 7: BIL
February 14: Sponsor approval and AIP
February 19: Biometrics submitted

Wish you all the best in this journey:)
Have you received your Pre-arrival letter ?

Yes we got it on February 7th with BIL
Do you know what this means? I thought the Pre-arrival information would be sent near the final stage of the application process. Is it sent after PA eligibility is determined? Since I don't have a PR tracker account, I can't check the status of my application.

I know it sounds weird but yes my husband got it even before the eligibility letter (AIP). We do not have tracker either and not able to link the application with GC key account.

Pre Arrival Letter comes at random for inland applicants. I got it before anything else as well.

That align with our observation. IRCC sends pre-arrival at inconsistent timeline. Some get it at a very early stage, some very late and some never get it at all.

You mentioned not able to link the PR application on gckey? have you tried adding a sponsor in the number of applicants?

Yes, I tried that too. Nothing is working for us. I was able to use my tracker (Sponsor) but it only shows application submitted and eligibility completed.

That's as far as a sponsor can get.

You need to link the PA. Do you have AOR? If so, maybe try calling IRCC to see if there's some mis-match information that cause problem in linking.

Yes, it shows some error so we were not able to create PA s tracker account
Hmmm sorry to hear that. I know that gckey when linking, there are 4 categories in the drop down when adding information in the Application details section, maybe try switching it around.

UCI and Application No, might not work, try family name, and DOB, if you haven't done so, of course
