Since we are above the cut-off, we should have received the Invitation To Apply (ITA), however, we did not receive it. We suspect that the case was mishandled by the immigration consultant, however, he is saying that not all the applications above the cut-off get invited to apply and its up to CIC on whom they invite.
We need a second opinion on this situation, so we can decide on how to proceed.
Your consultant seems to be misleading you. You dont need a consultant. There are many on this forum who did not use any consultant and got a PPR. I would suggest you to regularly follow this forum and ask for any help when required. people here are more than happy to help.
I am at 412 from 401 , gave my Ielts 2nd time and got L=8.5, R=8, S= 8.5 and writing 6.5 yet again. Received ONIP NOI on 8th May 2017. Am just waiting for one draw to see where it goes, if the cut off goes till 412 i would go with ITA and if it does not reach 412 then i would go with OINP

Hang on there, we will get ITA before the June 6 update on the siblings/francophones.
Just self-review and a lot of practice. I am already band 8/9 in RWS except listening which is only 7.0 in my 1st attempt, 7.5 in 2nd then got 8.5 on 29-Apr
