My Mexican husband applied 2x to come as a visitor to Canada in Aug and Nov 2010. He was rejected on both occasions.
First time I invited him as my boyfriend at the time. The second time he had an invitation from our church to come and do a workshop series as he does public speaking and was denied as well.
We married in Dec 2010. We are just waiting on his medical to send in all the paperwork.
We applied at a local college for him to come and do ESL and he has a letter acceptance, but now we dont know if it is worth it to apply and waste the money if he most likely not going to get it.
Anybody can help?
( I am willing to be fully responsible for him here, but he doesnt have alot of funds or ties in Mexico as he has been in the U.S. for a couple of years on a visitors visa)

It will work less against you than asking for a visitor visa to visit wife/husband in Canada with an undefined length of stay, no funds, and no ties to Mexico.
Mentioning PR will let them know you know the rules and your intention is not to remain in Canada illegally after your stay expires.
A good proof would be the receipt number, or even better, if you can wait until sponsorship is approved, providing a copy of the approval letter.
