Does my spous need a visitors visa extension?

Hi,
My fiance and I will be getting married in March. He lives in Israel now and will be joining me in Canada mid-march. If all goes well we plan on applying for the spousal visa for him after our marriage, as we have decided to live in canada together.
Since he will get a visitors visa on arrival, what is the process after we apply for the spousal (permanent residence) visa for him and it takes longer then 6 months? Can he extend his visitors visa? Or is there another way?
I appreciate any help we can get on this
