We are currently in the process of me sponsoring my husband. We were wondering if after we submit the application and paperwork if he could still apply for a visitors visa while things were being processed? He has traveled to Canada before on a visitors visa but it has since expired.
you can try, however there is no guarantee that he will be approved. you will need to show strong ties to his home country, such as a job, assests like a home, vehicles, money in the bank, etc...

She is the one who applies for the TRV. You can certainly provide an invitation letter but I think it would make much more sense for her husband to do this.
