EE PNP Inland reapplying as EE CEC

Completed 1 year of work experience in Canada and want to reapply as express entry under Canadian Experience Class stream.

Question 1: Does my language exam need to be within the last 2 years when I submit my application? I.e. Can I submit my application on November 25 2021 and with my ielts exam that I gave on December 15 2019? Or will IRCC require me to retake this?

2. I did my Medical in April 2021, will IRCC ask me to redo medical (assuming I don't receive COPR by then).

3. My previously submitted PNP EE application is being handled by a consultant, are there any issues if I submit this CEC app on my own?

4. Any tips and mistakes to avoid for your second application and anyone who's submitted a recent CEC application with a previous EE PNP application, please help.

I'll help with a few questions.

1) Your IELTS test results must be valid at the time you submit your complete application after receiving ITA through a draw. You will almost certainly run out of time and have to redo IELTS. I would do that now.
