Didn't receive WP-EXT letter, Can I apply BOWP on submission confirmation?

Greeting All,

I recently got an invite for EE under STEM 2024 April draw. I have submitted my application, and I am looking to apply for a BOWP but there is a catch. My work permit expired in Mid-March and I applied for a work permit extension based on my OINP application that I submitted in February 2024. Now, I never received the WP-EXT letter but I did get the submission confirmation which shows that I applied for my extension before the PGWP expired. Now this means that I am under implied status and renders me eligible for BOWP. Can I submit my application with just a letter explaining this situation and attach my WP-EXT letter through webform once I receive it?

Any information on this is greatly appreciated.

I did get an approval as I received an ITA under Stem based draw and updated my WP application with a webform attaching my AOR. It will also be approved if your nomination comes later and you attach your nomination certificate in a webform. My friend who did not get his nomination was rejected the work permit application stating that an employer code needs to be provided on the work permit which he does not have thus rejecting the application.
