I, personally, wouldn’t order GCMS notes for myself. If the IRCC truly mean that their internal commentary or decision making are not influenced by a notes request, then what good does knowing the content of your notes do other than stress you out even more?
I think most people, including myself, are here talking to others because more information is better than less information. GCMS notes are more information, and they are free inside Canada and extremely cheap outside of Canada. I don't see a reason not to order them.

To add, some people with August and September AORs seem to be ordering their GCMS notes around t+90 and t+120 days, and again around t+150 if still without PPR.

No. They just don't want you to bother them until it's been 6 months. Probably 2.75-4 months. Check MyImmiTracker and put in your own data there too for everyone else.

About 3/4 months back a good point to order notes was at about 75+ days mark. Given the current speed of IRCC I would say order something around 105/120 day mark from AOR. If you're lucky you may have PPR by then and if not that is a good point to order GCMS notes.

According to MyImmiTracker, it looks like Dec 1 AORs should start receiving MEP today.
I don't necessarily expect mine today though, due to me having a furtherance that had a response submitted on Dec 15, so that might push me out to around Jan 24.
