For someone like me from a visa non-exempt country (I am working in the US), if everything goes smoothly, I would expect one of Canadian visa offices in US would eventually request my passport to stamp the immigration visa, just like I sending my passport to apply for a TRV visa before.

If you are a US Citizen (or a citizen of another visa exempt Country) they will ask you to sent them a COPY of your passport, but if you are a Citizen of any other country, they will ask you to submit your actual passport.
So, if you are from a Country this is not visa exempt and you're just working in the US, you will still need to send in your passport.

Yes, blank legal paper like you can buy at any stationery store in the US or Canada. I find it ironic that they're doing this to save money but since there is no metric equivalent of legal size paper they have to pay to ship legal size paper around the world. I'm sure it's still cheaper than the pretty forms, but it would have been cheaper to figure out how to fit it all onto an 8.5x11" sheet or A4 sheet.
