I have noticed that in the 2013 CEC document checklist the Education/Training/Qualifications in Canada section missing. Does this means there is no need to send transcripts and the certificate from the post secondary institution to them? If so how will the immigration officer find which university in Canada we graduated from inorder to qualify for CEC?
In new system, regardless you attended university/college here or not, you will have to have 1 year work experience in the qualified professions. That's why they don't need details about your college universities information (you would not get post graduate work permit if you have not graduated here). However, you will have to provide the information in your application forms.

Yes, that's what it means. Those are no longer required documents.

1) There are no longer 2 streams (worker vs. post-grad), there is one set of requirements for all. You qualify on the basis of your work experience. See the CIC website for the new instructions and forms (effective Jan 2, 2013).
