It'll be 10 business days come Monday and status still says "processing" and I applied at a Passport Office Service Canada branch. Does that mean I'll get 25% fee back?
Edit: The post office left a pick-up delivery slip and I had to go to the post office mentioned on the slip the next evening, show ID, sign, and then pick up my passport envelope.

I think the wait is for paper certificate, in case the clerk has not finalized the application the service canada won't be able to verify the certificate. For e-certificate, by the time you get it it's already in the system.
