Study permits are now automatically canceled once you stop attending school for more than 90 days. You should verify the status of your study permit before trying to return to Canada. It's quite possible you will need to apply for a new one to resume your studies in Canada.
Impossible to say whether they would allow you to enter Canada as a visitor. They might or they might not. However that wouldn't do you too much good since you wouldn't be allowed to legally study as a visitor (or work for that matter). And you wouldn't be able to apply for a new study permit from within Canada (the application has to be sent to the visa office responsible for your home country).
What passport do you hold? Are you from the US or elsewhere?
In that case I definitely would not try using your old work permit if it's no longer valid. If you encounter the wrong officer at the port of entry, you could end up with a one year ban.
You need to apply for a new study permit either from within the US or from your home country. I would include a letter to justify why you did not complete your previous studies in Canada and why you now want to return to Canada to study further. Make sure the course you plan to take in Canada now makes sense in light of your previous education (including your educaiton in the US) and any work experience.
