Today i called again and agent told me eligibility is recommended passed and security not yet started
How it’s possible ??

No. It all depends on the visa officer that's been assigned to your file!

Recommended passed means it was done by the case analyst. You still need the final pass from the visa officer before it shows as "Completed" in your tracker.

At times, when there is recommended passed they already initiate your security, however, it all depends on the visa officer. May be your one is already out of office due to holidays. Just be patient and you'll surely hear something by first/second week of January!

I have a quick question, I submitted PCC from India Not the BLS, is there any problem with that? I came to Canada when I was 17 years old I turned 18 while I was here in Canada. On their website it says I don't need PCC but still I submitted my PCC from local police station. I visited India once and that's for 1 month.
