As far as I have gathered, it depends on the PA's VO were the file is processed.
Some the factors that contribute to the length of the processing time are:
How many applicants there are
How thorough the background check is
If the office is already backlogged
How efficient the visa officer is
Things to consider are, no file is the same as the next file and every visa office works differently

The sponsor will usually receive an e-mail that has a File Transfer Letter attached. This letter will say what visa office will be processing the application.

How long does it take to receive that email and attachment? I have been approved to sponsor and my husband has received his medical request. Kind of thought, we would have received something, by now.

In my case it took from January 15 (date application received) till March 26 as you can see in the image in my post and in my signature. So 70 days from date of receipt.
If you submitted your application in April (considering this thread that you are posting in) then you're still well within a normal time frame to be getting this

I used application number and UCI, together with passport information, I believe.
Make sure that you include the sponsor where it asks where it asks for number of family members that are part of this application; so if it is just the sponsor and the PA you would fill in 2.
