Congratulation LEE. Finally your jouney is going to be end soon as well. I received the same e-mail for my PPR. They have already received my passports today. They say 10 working days. Lets see.
All requested fees must be submitted to the Seattle office in the form of a bank draft or money order. Cheques in US dollars should be payable to “Consulate General of Canada ” and must be no more than six months old; cheques in Canadian dollars should be payable to “Receiver General for Canada” and must be no more than three months old. The Right of Permanent Residence fee is charged in addition to the initial processing fees and is necessary only for the principal applicant and their spouse or partner. This fee is $490 for each person. It should NOT be paid for any dependent children. Further information is available at www.seattle.gc.ca under “Applying in Seattle” > “Fees”
This is a part of my e-mail sent from Seattle. I bought a Money Order in CAD Dollars.
So, I have to send it to Receiver General for Canada, right?

Finally I have received my PR yesterday. It took exactly 13 month and 1 day to complete my PR process by Buffalo and Detroit. Yesterday, we crossed the Carway Border, Alberta and the immigration officer took only 10 minutes to complete the documentation of myself and my family. She was a very nice lady and did not ask a single question except to confirm our mailing address.
