In case my parents come to visit Canada in December, can i request CIC to chaneg the Visa office to Ottawa so that they can do they Medical & also send passports in Canada?

You don't need to request change of visa office. Even if your parents are in Canada it is ok to do medicals here even if their visa office is overseas.

If you only have parents on your file and no other dependents then chances are file would be transferred to Ottawa anyway. Last year those with only parents on application found a lot of files transferred to Ottawa.

If Delhi becomes your LVO then likely you would have to send them the passports. However the process is very quick these days even in India for visa issue.

I applied my parents and one younger brother in Aug ,2011.At that time he was 18 yeas old .WE got letter from CIC ,for additional document .they also ask me option c for 2010 and 2011.we have baby in 2011 .we can't made income for that year .My questions are –
Which form can I use for additional family member .
Can I also let CIC know ,why we can't made income in 2011 by a letter
My brother did correspondence B.A .because he was doing IELTS too.is he still eligible in dependent child .if any one can help me with my question .

I think you need to just update about baby. They will ask for income proofs if required. your bro is always eligble does not matter if he study or not.

Finally, I received the additional documents request in mail from CIC as i didn't got the email previously.
I am in process of accumulating the documents and filling up the forms etc..

I have one question... What document you guys provided as a proof of relationship between sponsor and parents?
