A friend of mine likes to know as he got RTD and wants to go to New Zealand but not sure he needs visa or can travel without having one

Does he fall under one of the very narrow exemption categories for travel to NZ? Travel to NZ is extremely restricted right now and it's next to impossible to secure a spot in mandatory isolation (even for returning citizens). It's going to be like that for the next while. If he's going for tourism, he should pick a different country.
