Why do you think it's ridiculous? These folks came to Canada to study and they are obligated to return back after the completion of their study program and visa expiry. Canada has no obligation towards them to give PRs to everyone inland.
Actually thats what every god damned temporary resident swears up and down in their application. We will LEAVE Canada once their temporary residence period is done. Heck it says that on our permits! Its one of the conditions!
Applying PR from INSIDE Canada AND staying here while our application is processed is a GOD DAMNED privilege! Not a right at ALL. Some streams like Parents and Grand Parents actually do not AT ALL allow to apply from inside. You apply from outside Canada. If you come to Canada afterwards, then just because you have an application in process, it does not mean that you can stay here in till it is finalized.

well then why didn't ircc conduct a 75 CRS FSW draw? if it ever happened the fsw's won't give one duck if ircc halted draws, woah wait, if ircc ever notified "we are halting fsw draws indefinitely" then nobody got grudge over anyone.

If they are not planning to process FSW and PNP applications now, then what is the point not conducting draws? This cartoon mentions new CEC applications when no CEC draw has happened since September 2021, is this new immigration minister always high on the job?

Given how evasive he was about the question regarding FHS target getting cut in half, I am going to assume the worst. The worst case is FHS quota gets cut in half, and they process all the pending CEC within the quota (and meet the service standard) and punt most of the pending FSW apps to 2023. I pray this doesn't come to pass, but it is looking more and more likely.
