BVL letter will have it.. All new portal applications so far have been getting it from Ottawa [ at least for Indians applying from India]

I think we all get BVL from CPCs regardless of the actual Visa granting Unit. The only way to know is by applying GCMS notes and checking the primary and secondary offices. Primary(Biometric/Interviews/Passport request services) will be your local embassy where you actually live and Secondary will be where your application gets processed.

Oh in my case biometrics is not required, so i have no clue where our file is.

BIL is when you file ANY appl for the fist time

Yes true.BVL and BIL are different. But as he is applying for 4 months baby there is no need of biometric itself.

What challenges do you have? You get a code on the portal and then one on email. Activate account and then set up application and file.

Open GC Key
Choose Visitor Visa
Make a choice from the option
Click the button that says IRCC Portal Account
Then register
Invite code will show up on screen
Copy it
Login with it on the new portal
Use the email Code to complete authentication
Proceed
