Now I see on the system of Permanent Residence Portal that I have to upload my address and a photo. That's so weird because I had my confirmation already in July, and I did it anyway but to be honest, that's so bizarre to me it doesn't make sense.

You’re lucky. I can see you’re almost at the end of the journey to get your permanent residence. Just act on what, it seems, you failed to act on and get your Permanent Residence Card. All the best.
My mother in law applied on July 29, 2021, with dependants application also which they are in Pakistan

I emailed CIC on August 5, 2021, if they received the application or not
August 18, 2021, received a reply yes they received at and they gave me a temporary application number and they said it's in the line for a review
Nothing so far after that
