how do I link PR card to GCKEY? should I start a PR card application?

You can see once decision made on PR card and mailed.

You will also be able to see start and expire date of your PR card once updated.

Just wait for your card, for me it was about 3 month for copr to pr card in mail box.

Portal invitation last week and ECOPR today

you are close i would say 5-6 months could be sooner but no guarantees, because these days everything is random
