I just received Pre-Arrival letter too and I haven't passed any medical exam in the past too.
Should we expect PR by next month???

It’s not going in any order. Some people are receiving pre arrival before medical even in the group.

Now, you don't have to send them photos by mail and you don't need port entry for PR card. This was changed recently. A friend of mine got his PR after CSQ in May and was asked to send photos by mail. But now, they have create PR portal for the same.
eCoPR is the confirmation of the PR, so you can use this letter to get SIN number and RAMQ card. PR card will be mailed to you within 44 days of eCoPR (however, this timeline keeps changing).

Total of 962 days passed after my federal application received by IRCC and 885 days passed after my AoR.

My only expectation is border opening on September 7th. Then there won’t be any excuse remaining for this much delay for Outlands.

Until corona pandemic, the treatment was the same for both inlands and outlands.

Now outlands are simply forgotten.
This much waiting is not fair whatever is the reason.

I was planning a trip to my home country in a couple of months. Lets say I get that PR portal confirmation email when I am there, can I come back within that week and confirm my presence in Canada? How should I plan my travel now that my pre arrival is here. Has anyone been in a similar situation?

I know I’ve asked this before, but never got a clear answer so trying again: if an applicant started process while in Quebec (CSQ application prior to Bill 9), then received invitation to resubmit through arrima, but did so while in USA, got CSQ while in States, sent in PR application to Sydney while in States and with USA address, but is now back in Quebec and has updated address—do you think the application will be treated as inland or Outland ? No AOR yet just temp XEP .
