Hey, my case is similar as well! I applied for federal on October 2018, I received pre arrival on March 2020 and passed medical last year on Nov. Medical results was my last update! By the way I am inland applicant!!!! I contacted several times to IRCC and agents just said due to covid you should wait! But is the covid only for 2018-19 applicants?!!!
That's ridiculous. Seems that Q4 2018 and Q1 2019 applicants are totally forgotten.
Btw, I also got pre-arrival on March 2020 - It is the period when Covid precautions have officially started in Canada.
Maybe workers have had to left their offices when Covid started while they were working on our batch of files (late 2018-early 2019).
And then when they've returned back, they did not continue from our files but 2020.

Someone told in the forum that there were many fraudulent certificates identified with 2018-19 applications which are now being investigated thoroughly. May be that’s why it’s taking time .

What fake certificates?
How about those who were not asked to provide any french proficiency proof? Am not sure this is the reason behind the delay. If they have to do any investigation, they must go through all applications.

, I agree, even I don know why late2018 and 2019 applications are not processed .... Recently I know two persons who got Arrima invite without any language certificates (English or french) and they are not from IT background. Looks like now days french is not mandatory for Arrima invite ..
So guys, do you have any idea to follow up except webform and calling IRCC after almost three years of federal processing?! These days IRCC does not answer webforms and calls due to Afghanistan refugees cases! That is new excuse after Covid! They just sent a general answer by email!

You should call IRCC and request your XEP by phone call.
What about the people who haven’t provided any French certificates.
I don’t think that is the possible excuse for all batch of applicants
Besides IRCC does not check language eligibility, it is done at CSQ level by MIDI.
3 years waiting in federal level is unacceptable by any reason.
That’s unexplainable by any excuse (COVID, Fake certs, Syrians, Afghans, etc.).
And we don’t seek for an explanation we want our files to be processed. It is enough.
