My mom is fully vaccinated with a vaccine that's not approved here (coronavac). Would she be allowed to enter the country to visit me after September 7? She qualifies as immediate family as I'm a permanent resident.
Believe she qualifies as the parent or a PR but needs to quarantine for 14 days. If you have somewhere like a basement with a bathroom she can remain at your home otherwise there are options like AirBnB so she remains isolated with no contact with any non-travellers. If you pick her up you both should be masked, she should sit in the backseat on the other side of the car and keep windows open for ventilation. You will need to maintain social distancing (no hugs or kisses) until she is done quarantine.

Thanks for the reply, so if i understood correctly, its not Canadian Govt requirement to stay at a third country where travel is not banned from Canada for 14 days, its the country's requirement. So my follow up is - is it allowed now if parents travel to a third country where they dont have such 14 day quarantine requirement for Indians, stop there for a couple of days and get the test results, and continue journey to Canada? Is this possible? Maldives opened up for Indian travelers in July.

Impossible to say because we can’t predict changes in travel limitations with the current surge of delta. Don’t believe there is a flight directly from the Maldives so you need to look at the various route requirements. The 14 days quarantine in isolation from non-travellers has avery high probability of remaining in Canada so your parents would need to be able to isolate from you in your basement or AirBnB.
