2 Student Permit Refusals; Can I enter Canada as a Tourist?

Hello! I have been refused for a Student Visa twice already, March 15, 2021 & Aug 13, 2021. It says on the Canadian website that fully vaccinated foreign visitors MAY be allowed to enter Canada for discretionary travel after September 7, 2021. I would really like to visit my long time boyfriend soon. I already have a valid Tourist Visa. Will there be a problem at the POE if I come to Canada as a Tourist after two SP refusals?

Shouldn't be an issue. As long as you have a valid TRV, are fully vaccinated using a vaccine recognized by Canada, and are traveling Sept 7th or later, there shouldn't be a problem.

Make sure you have a return ticket, proof of funds (if asked), and proof of ties (if asked, probably won't be). Ties can be things like employment in your home country, proof of property rental / ownership, etc.
