This is definitely not right... You've already suffered so much, so to avoid further delay, I would send in another application, and attach a letter saying the initial application was sent in January and is highly likely lost by them. I would also attach proof showing you sent the initial application in January (such as Canada Post's tracking page and your initial receipt showing your payment in January), asking them to put your application back on track. I know they may not do it, but it worth trying...
Hi, My husband received a request for Fingerprinting today... is it Normal? Me and my husband had a fingerprint request at the time of PR also. Till now only he has got the FP request. His name is also not a common one that it could trigger a request. We are a family of 3 and only he received the request.

We were requested fingerprints during PR also. My husband's name is not common that it might trigger something. Only he got fingerprint request out of family of 3.
