There is no such rule. You've misunderstood the post. This isn't what this person was saying. They were expressing a wish that anyone who took EI or CERB be disqualified.

One year there was an additional / second lottery to give out spots from disqualified winners.
Other years there was no second lottery / intake.
In my opinion there will be no second lottery this year since the 2020 lottery is happening so late in the year. They will just move on to the 2021 lottery.

I responded and said there was no such rule. Taking EI or CERB does not disqualify you as long as you meet the income requirements. It's really as simple as that.

Anyone who submitted the form twice? I made mistake in the PR card number and want to know if it is a good idea to resubmit it. CIC client support was of no help.
I am Permanent Resident of Canada. I received my permanent residence confrontation letter in May 2020 but have not received PR Card yet and it may take few more months to arrive. I I am eligible to apply for parents on permanent basis. I do not have PR Card,, IMM1000, IMM5292 or IMM5688. Now what do I upload in interest to sponsor ? Can you please answer it ?
One of my friend has only given name on her passport and on her passport last name is left blank. On the PR it looks like IRCC used given name as last name. She wishes to file PG PR intent to sponsor. Should she list her given name or last name ? how ?

You can use the Confirmation of Permanent Resident number as a proof of PR, not a problem
What most important is, do you have enough income for 2018-2019-2020 to cover for your family size and all?
