Study VISA still being awaited it's beyond processing time

I have applied for my Canada study VISA on 3rd July,2018 and now it has been 7 weeks I didn't received my Visa yet it's still showing as it is processing in Canada Visa office, New Delhi .
Please revert me regarding this query .
My orientation class is on 30th August and first class in international college of Manitoba is on 4th September,2018.

And i reapplied again for student visa last july 30 under SDS my orientation will be tomorrow and my class will start September 4. Until now i don't have updates pertaining my application. Is this a sign of rejection?
