Your friend can try IQAS. I did 3 years diploma with a year midwifery too and my IQAS report says 3 years diploma and a focus in midwifery.
This is not needed for nursing registration its only needed for immigration
You can apply for both, but I don't think you will be able to get anywhere without Canadian education if your safe practice is expired. But now that I re-read your original post, it seems that your safe practice has not expired since you worked as a nurse in 2015.
If you were working as a nurse with a nursing license, then that counts as working as a nurse. So it hasn't been 3 years yet, so your safe practice hasn't expired. The problem is, by the time you get everything ready (NNAS can take a year sometimes), it will be expired.

Its Not bad. I just browsed through the resources they have online on the CNO site. Most is just practical things you would do as a nurse ethically thats all. But read through and have a feel of what its like. Dont be fooled by the easy ones they give as examples its
