Absolutely not. The reality is: you need an IMM 1017 with an IME# to submit for a sponsorship application. Unless he thinks he can do it as a Temporary Resident exam. But it's not worth it.

Some, only because I work for a lawyer who offered to help. She's the rep on file lol.

I had to deal with the Chinese consulate because my sister cannot speak a lick of Mandarin and you can only renew your passport in Chinese. (hence not nice to expat)
