Not really true. We have a number of individuals on this forum who have successfully pursued mandamus to force IRCC to make a decision in their case where their case has taken an unreasonably long period of time. Immigration is not above a writ of mandamus. Of course it's a personal decision whether to spend the money and mandamus works best in situations where the applicant's processing time has significantly exceeded the estimated processing time.

I asked them 3 times, although the first time is because they unilaterally changed my birthplace from the city to the province so I could not link my application to GCKEY.
On GCKEY it still doesn’t say anything about eligibility passed though.
