hello there,
I'm from Bangladesh. I passed my BSc in CS last year 2018(December). I have a score of 2.85/4.00(84%) and an IELTS score of 7. I have applied to 3 Canadian universities so far and got rejected to all 3. All of them mentioned that my cgpa is not competitive enough for admission.
So now I am thinking about applying to colleges, as I don't have any other options.
Suppose I get an offer letter from colleges, would the embassy issue me a visa?
I heard that the visa ratio is too low for college degrees(pgd) compared to university degrees.
PS: i am telling this from the perspective of my country.

Most post graduate programs in colleges accept a minimum of 60%. For visa failure or success rates, it's more to do with your program selection and if it fits with your past academics or your prior work experience. https://humber.ca/hq/api/academic_equivalencies/download_pdf/1/BD
Most people from countries like yours or mine choose to do programs from colleges because it gives a "cheap" pathway to PR. You need to show that you are doing the program for the content of the program and not for the PR.
You can easily get rejected for University as well as colleges, neither is fool proof.
