they have a webform for each of the visa offices that you have to fill up - Immigration file number, birthdate, naitonality, full name, email address etc. below is the link to the list of visa offices outside of Canada

click on your visa office, then just scroll down and you will see a link for case specific enquiry.
when you send one, there is an autoreply email that you will receive, just a confirmation that they got your inquiry. then if you are lucky, after a few days, they will reply. but there are no guarantees.

we have almost same timelines and I am desperately waiting for ppr as well. However, buffalo office seems like sleeping. The last correspondance I got was RPRF in Nov.
Do you have any recent communication with Consulate?
my file transfered to detriot on 17 nov and i emailed them about my status on 6 jan and i got reply back on 7 jan ,,ur file ready for finalization ,,with in couple of weeks we will requesting ur passport for visa issuance ,,then finally on 11 jan i got an e-mail for passport request.....
