CIC has not updated any info yet on their site for processing timelines on cic site..
I am not sure what to mention while applying to CIO NS office - Delhi or Buffalo as preference for visa processing.
Usually I have heard in past that Delhi takes 4-6 years for processing but since 2009 only Delhi is processing faster but not sure how true it is..
Only problem I might face in case my file processing takes longer and by that time interview call comes from Buffalo , my visa has expired then if I can come on visitor visa to US or not

For processing time and action at New Delhi, I agree with Singhsaab's opinion.
But you should also anticipate the possible obstacles for submitting passport to ND while you are in US,
as it is not permitted to submit pp via courier or mail to/fro ND, from abroad. If you can manage to visit India, stay there in case there is interview and for passport submision, it would be fine.

Before choosing your Visa office, other than speed of processing, you also need to consider if you will be able to give passoprts to Visa office in Delhi for about six weeks when required
