I have job experience and it is in NOC list so I dont want to wait 2 years for PhD stream rather I want to apply immediately.
I have a question about visa office, as I am in Canada now, people suggest me that Buffalo is the only visa office applicable in my case however someother suggest me that I can choose New Delhi visa office if I give my home address of India. If both visa offices are applicable, I want to choose new Delhi as the processing time there is significantly lower than in Buffalo.
Seniors please advise me whether I can choose New Delhi while in Canada or not.

Actually, assuming you are an Indian citizen and not a US citizen, you may not even be eligible to apply in Buffalo and may have to apply to New Delhi ... so no worries (you need to be a US citizen or have a visa that allows you to live in the US for at least a year to apply from Buffalo). Therefore, New Delhi would be the office you may have to apply through regardless of your preference (assuming from context that you are an Indian citizen) so don't worry at all about New Delhi not 'accepting' your application.
