Where is the link where you actually PAY the fee?

I can find the page that states Payment of Fees through Internet but it does not have a link to pay, just states fees that can be paid online and the process flow: 'https://services3.cic.gc.ca/epay/welcome.do?lang=en'
1- Citizenship
2- Immigration
What am I missing here?
