I am planning to land in Canada by road and return to USA the same day/in a couple of days. I plan to go to the service center and apply for the SIN and give my friends address for shipping the same.

I am not clear on the PRC application process. With the plan to return to USA, can I still apply for the PRC? Is the PRC application process something that I have to get it done at the service center or at the PoE? Kindly advice
