Just want to know when I should pay the right of permanent residence fee? I already got the first stage approval and my CSQ from Quebec. I saw someone mention you should pay this fee as sson as you can. but my Vo office is in LA and the current processing time is 19 months. Should I pay now or wait till they ask any info from me? If i do pay now, where should I mail the receipt? Thank you.

Yes, your understanding is correct as is the info. from the other members. You can pay it online and you will get an immediate receipt that you can send to your VO, via e-mail (scanned copy) or snail mail (photocopy). I suggest e-mail. Good luck!

Hopefully I'll get AIP next month, Then I will start to pay "the right of permanent residence fee".
But the processing time is still working on applications received on October 8, 2012 since nearly 2 months ago

You are most welcome. I know that it can be discouraging to see the 19 month wait times, my Visa Office (VO) in Port of Spain Trinidad, just moved up from 18 to 19 months as well as the VO in Kingston Jamaica. So you are in good company at least . Keep in mind that these numbers represent the "worst case" scenario and many folks get through sooner (ususally at least 50%) especially if their files are less complicated. Also remember, the pain from being separated from the ones we love in a good realationship, is nothing compared to the pain that we could be suffering in daily contact in a bad relationship. Stay strong, you will need to be strong for you and your spouse/partner. Blessings.
