When should I pay the landing fee (right of permanent residence fee)?

Spousal sponsorship immigration; overseas, beijing.
i'm the applicant, Chinese. my husband is the sponsor, canadian citizen.

in early Jan 2013 my husband submitted our spousal sponsorship immigration package to CPC-Mississsauga. but we didn;t pay the 490 CAD landing fee (right of permanent residence fee) because he was short of cash at that time.

now he has 490 CAD, and we think we should pay the landing fee. but since our case is still been slowly processed (no AR1 email, no DM1 yet).

so im wondering how should we pay the 490 CAD.

should we pay now or wait for the CIC or beijing embassy to notify us?

should we pay to the same account number as when we paid the other fee (550 CAD)?

should he send the new receipt to CPC-Mississauga? or should he send the receipt to me and me re-send it to the beijing embassy?

we are so confused. Please help! Thank you all!

The visa office will ask you to remit the RPRF. Usually it may be before or together with your passport request for visa stamping. So,you can wait. There is no problem if you wish to pay early. But it is better you get letter of acknowledgement from visa office about receipt of your application. You will get your file number by that time.

Your sponsor better pay it only, fill out the receipt, as in the first case, and send the receipt to CPC-Mississauga. NO file number needed, only sponsor UCI is enough.

but we didn't get the AR1 email so we don;t know the sponsor UCI!

it has been 51 days, we even don;t have the AR1..it is wired!

You can pay it later when you know your UCI. No worries about. At the first stage they do not look at this receipt. Call the Call Centre if you are in Canada and ask maybe they have already approved the sponsor but you have not received a letter for some reason.
