When did you send web form

Its mentioned on portal that "We will not respond to your enquiry if the application is within normal processing times. "? When can we ideally send the webform

Sending webform for passport stamping usually won't work unless if its for emergency processing. I assume today they are processing passports from Dec 2- Dec 4.
