I need advise regarding visitor visa file for my brother, he got rejection in 2019 reason was family tie in India, he was married and no kids at that time and he and his wife both apply for visa. now he has two kids (twins) one month old and he wants to apply only for his visa, if he shows that his wife and kids remain in India, is that enough reason? also he has permanent job as manager, he has more than 15000 cad in his account + 10000 cad investment. house and farm land is on father's name but it has his name as after father's name
what other family tie he can show in india? please help

Sorry I may not able to answer you but in my opinion, there is no such bad or good reason for the invitation. As long as you or him can provide all docs that required for the visa.
